Secretary to Govt. Cooperative Department, Ms.Yasha Mudgal,  chaired a meeting  today on  15/2/2022  to  review  the working of the  Department.
During the meeting, Secretary, Cooperative Department stressed for rationalization of staff, strengthen of three tier system of Cooperative Societies, expediting registration of Cooperatives/ Societies in general and Tourism Cooperatives, women Cooperatives, SC, ST and ALC Cooperatives in particular.  She emphasized to achieve the target of registration of 1000 Cooperatives / Societies earmarked by the Hon'ble Lt. Governor and also directed that each Dy. Registrar Cooperative Societies shall furnish a proposal for registration of atleast one cooperative as show case/ model at District Level Cooperative  which will be an umbrella Cooperative  having linkage with other small scale Cooperatives to boost up the business activities. A discussion on merger of Cooperative Acts also took place and  Registrar Cooperative Societies J&K informed that a committee shall be constituted to examine the issue  and furnish the recommendations in this regard so that the same are submitted to Law Department for  vetting. 
The Secretary  also directed   RCS, J&K to  furnish a project   proposal to the Administrative Department for establishment of Superbazars at every District Headquarter and to engage one Chartered Accountant for existing/Functional Super Bazarsat Jammu/Kashmir for accountability/expanding business of the Superbazars. She also directed for installation of dynamic dashboards to monitor the registration process of Cooperatives / FPOs. Deputy Registrars was also directed to  make local masses aware about the e-portal, so that they may be able to register the Cooperatives/FPOs through online registrationportal. While reviewing the progress under Capex Budget 2021-22 of the Cooperative Department, the Secretary directed Deputy Registrars to take up the matter with Executing Agency for completion of works in a time bound manner and also necessary steps be taken for 100% utilization of funds upto ending March 2022. 
At last , the  Secretary appreciated that  switching over to e-office has brought considerable improvement in disposal of official business and established accountability by  monitoring statistics of the file movement thereby improving public service delivery. 
The meeting was attended by  Registrar, Cooperative Societies, J&K, Mr. Shafqat Iqbal, through virtual mode, Addl. RCS  Jammu, Director Finance, Addl. Secretary  to Govt. Cooperative Department, Joint Registrar Audit / Special Jammu,  Deputy Director P&S and all Dy. Registrars/ District Audit Officers/  General Managers of Superbazars/ Assistant Registrars.
